Do both parties need to be present to register a firearm that is already registered to someone else.
I.e. I buy from a private party a blue carded firearm, do they have to go with me to blue card it in my name?

No but it's a good idea to go together because if he's a prohibited person or has a warrant, the substation will give you the gun back instead of impounding it.

ANIMUS and I went down to the sub station together when we traded a couple of pistols years ago.  The lady just asked if I was selling the pistol to ANIMUS.  I sold another pistol to a friend back in 04 and he went straight down to the sub from my place and had no problems at all they didn't even ask where he got the gun from.  They just did the paperwork and sent him on his way.
