Right I guess my response was suppose to be interpreted as you aren't required to inform an officer in general regardless of if you're carrying or not.

If your intention is to see a confused looking LEO, then go ahead and blurt out:

"I have a concealed carry license....but I'm not armed "

Chances are after the surprised, confused look diminishes from his face he may answer back with, "Well that's nice, honey" or something to that effect.   Except a Madison cop.  They may consider that probable cause to search your vehicle.
