HI,
I have to make a emergency trip from VA to Wi this weekend (Mother in law passed away) Does WI recognize VA resident CC permits ?

Reading the law is about as clear as a foggy night with high beams on

WI DOJ says no if you have a VA resident permit, yes to Virginia non resident permit.

Sorry, but No. Only Non-resident VA licenses are accepted. Because...  VA does not perform the NICS check on residents, but does so on non-residents. Therefore, only the non-residents are in compliance with the 2nd part below.

"Under s. 165.25(12m), Wis. Stats., DOJ is required to establish a list of states that issue a license to carry a concealed weapon, if that license requires, or designates that the holder chose to submit to, a background search that is comparable to the type of background check that DOJ is required to conduct for Wisconsin licensees. The Wisconsin background check includes two components: (1) a criminal history record search; and (2) a search of the national instant criminal background check system (NICS) operated by the Federal Bureau of Investigation.".

Also...look at the states in green, on the map at the link below. Then read the explanations below the map. Licenses from those 'green' states are honored only if issued on or after those certain dates. Because.... those are the dates those states began using NICS, and only licenses issued that used NICS are valid.
