A guy gave me this tool and said it's for reloading but i don't have a clue what it is.It says federal on the name plate.Any ideas?

Needs a better pic, otherwise I'd say it looks sorta like a drill press stand for strapping a hand drill on, or SOME kind of press.

Looks like a press to seat bullets using a wilson seater die.  Instead of a regular arbor press, it looks like you put the die under the anvil and drive the plunger down on the die by hitting the large diameter disk on the top of the ram with a mallot.   That is my best guess.

I still have no clue what this tool is so i dropped it off at Milwaukee power tool and they said they would investigate WTF it is!!!
Those heads are mink stoles from the fifties.Both items were bought at a garage sale.
