So I'm looking into getting my FFL, but I have a few questions that maybe you guys can answer.

First off, anyone here have an FFL in Milwaukee? How hard was it to get the CLEO signature? Is anyone home-based and what hurdles did you encounter from the city? I'm mainly wanting to do transfers for internet sales (think Gunbroker stuff) to make a few bucks on the side. Also, before I call the ATF and ask, if I want to buy stripped lowers, assemble them and sell them, does that make me a manufacturer? This isn't something I plan to do full time, or even really part time, just in my spare time (2-3/year). What if I sold the stripped lowers as is but also sold "assembly services"?

I'm probably going to end up on the phone with the ATF anyway so I can get this stuff answered.

I think a big hurdle could be zoning.  I'm not a FFL (only have my C&R), but I did look into an 01 FFL, and what I found was essentially no-go for a home business where I live.

Between Milwaukee city .gov, and your "barely even part-time" status with the ATF, it's a pretty safe bet you're not going to get that 01 FFL, much less an 07.






He's been busy lately with real estate, and not around all that much, but you could try IM or Arf-mail for Prebans, and tell him about your ideas. He's an 01, with Class III SOT who's managed so far to work out of his house.







Your best bet is to find somewhere to live that's in unincorporated land in Waukesha County, and even then, the ATF will probably pull your 01/07 for not doing enough business.

Eh, if it's going to be that much of an issue, I'll just not get my FFL, and have anyone who wants me to put something together for them buy their own lower. Just because I don't have an  FFL doesn't mean I can't help them with the process...

As long as they are there with you, doing it, you are safe.

According to the BATFE, if you take a lower and make a gun out of it, you are manufacturing a firearm.  And they say you need a license to do that.  I believe you can build your own, but you can't build one for somebody else.  I would check into that.  I know there is the whole, what nobody knows wont hurt them thing...

And if you try for a license, the BATFE will check with your local gov't before they grant you the lic.   They talked to mine before I even knew it.
