Yes and no.

Yes, because WI doesn't have a CCW permit system in place at this time.

No, because if you CCW anyway it's a misdemeanor in WI, but a felony in IL.
Plus, the WI supreme court had told the legislature to get a CCW system up and running.
They passed one, but the gov vetoed it and we couldn't muster the override.
This has left an awkward legal scenario where prosecutors are reluctant to pursue a case against a CC-er, because the court just might institute "Vermont style" carry with a single ruling.
Very touchy.

I guess the main difference is that WE WILL end up with CCW in WI; it's just a mater of time.
IL is pretty FUBARed on the CCW front.
You folks are probably better of pursuing a nationwide federal CCW program instead.

The law that gave LEOs and retired LEOs national CCW has not been challenged on the grounds of purview.
This creates the precedent that the fed can override the state and local laws regarding carry.
I think that will work in your favor.
Currently, 46 out of 50 states have some form of legal CCW for Joe Private Citizen.
None of the predicted hailfire and brimstone has precipitated.
There aren't any sokker moms gunning each other down over parking spaces at the mall.
With so many states granting reciprocity to one another; I'd wager that a well finded push for national CCW stands a rather good chance of becoming law.

Good luck.

It's kind of from the show MASH.  Major Frank Burns was called "Ferretface."

I thought that it was funny.  After I figured out Blago is an idiot, I called him Governor Ferretface because he looks ugly.

Something like that.

Since Daley basically runs the political "machine" down here-Blago does what Daley says.

I AM NOT A LAWYER!!!!!!!

But it seems to me that the IL law was rewritten a few years ago to make it legal to have a gun in a fanny pack as long as the mag wasn't inserted or the chamber loaded (AUTO). I believe they were calling it  "6 seconds to safty" and i thought court precadent had already been set. Might be something worth inquiring on in the IL hometown page or Packing.org. Or maybe it was all a really warm fuzzy wet dream.
