Here's a quick run down: -- The Concealed Carry Kick-off Strategy Session went down with about 29 people present. In the end, I don't think much got accomplished. But just in case you're interested the following is my opinion: Notably in attendance : Zien, Darren (NRA), Bob Burton (WRPA), Corey Graff (WI Gunowners), Don Kingsbury (formerly of WI GOPAC, now with Sporting Heritage), a trio of MN CCW instructors, and since Gundy couldn't make it; Mike Bruhn (Scott Gunderson's Chief of Staff). Notably absent was Dick Baker and Jim Fendry. --It was indicated that one of the issues they hope to avoid this time around was the "unfunded mandate" crap the Sheriffs were crying last year by taking them out of the permit issuing process. How to do this? By taking the responsibility of making the actual photo licenses and the placing the background check phone call out of their hands. Theoretically one could go to the DMV, have them place the phone call, make the license, and once the applicant has mailed in his proof of training paperwork, the WI DOJ would tell the DMV to mail the applicant his or her carry permit. Other states use their DMV (or DOT) to handle as much of the permit process as possible – which kind of makes sense – but on the down side, Mike pointed out that from a PR standpoint, the image of our DMV is somewhat less shiny than that of your local sheriff for the most part. This process of making the phone call could also be handled by an FFL possibly. Not that their image is much better than the DMV – but it would allow the FFLs to rake in a lot more money. -- The draft for the next PPA is being worked on, and Gundy's office mentioned that there won't be a whole lot of changes to it. I asked when's it going to be introduced and was told, "after the budget." Not knowing when the budget gets done, I asked, and was told around June. But I've been wrong before – so if it pops up before that, it'd be great. |
