And yes i have browsed the forum..just not that much..
Do i apply for my form1 first,then buy the weapon?
or is it like my suppressor where i bought it and then submitted my paperwork
Can i buy a lower and then when i get my stamp, buy a short barreled upper and then be done with it?
do not wanna go to oregon and put them together!!
If i can't do any of that..who sells complete 11.5" ar15's here near Olympia?

Well you're kind of all over the place there so I'll address it as best as I understand it.

If you're wanting to Form 1 go with the highlighted option.

If you plan to buy an SBR outright I'd emagine that's going to be a regular form 4 transfer.

If you're wanting to form 1 (manufacture) an SBR, you need to buy the lower, file the information on that lower with the ATF (caliber, brand, model, serial number, location etc.) on the form one and wait for it to come back.
Once that's done you need to engrave the lower with the pertainent information and assemble or "manufacture" the SBR.

You have to own the gun before you can file a form 1.
You are basically asking the gov for permission to convert your firearm into a short barrel rifle.  Once you have the tax stamp you are allowed to purchase the short barrel upper.

If you want to play with the short barrel upper well you wait, then you will need to build a pistol. That can only be done with a  strip lower that was never a rifle. Once you get your approved tax stamp you just switch out the buffer tube and mount a stock. Also will have to engrave it with your trust info. Trevor in Auburn is an awesome engraver.

Efiled form ones are taking an avg  of 30 to 40 days to process.  Form 4 which is transferring it from a dealer are taking a couple of months. Also a sbr from a dealer usually cost more.

If you have any doubts in the legality of a form one then I recommend you take the easy route of buying an sbr from a dealer. May have a little longer of wait, but less work on your part.

I'm interested in this as well, so from what I can tell I can buy a stripped lower, build it as a pistol while I wait for the form 1 to come back, then change out the pistol tube with a buttstock? I'm planning a 300 blackout sbr build to go with my can.

Thatd be correct, stripped lower or pistol. File a form1, when its approved,build your engraved lower into an SBR and enjoy
