Sound Transit/RTA:
In the mid 1990's some of the feeble minds in the Puget Sound area came up with an idea for a regional system of empty buses and trains, to supplement the empty, individual county buses. The first time it was put on the ballot it failed. The feeble minds did what political hacks do, looked at where it won/lost and redrew the boundaries. They were victorious the second time around. The funding for Sound Transit comes from an excessive tax on motor vehicle licenses. Automobile owners get to pay for the empty buses that clog the roads and freeways and the empty trains too. Too be fair, I believe the sounder train does get ridden but the cost per rider/trip could put all of the riders in individual town cars with change left over, if I remember correctly. I haven't had to pay this for the last 15 years after I was assured that the rta didn't extend to my address. Sound Transit refused to provide a detailed map of the precincts that were "allowed" (as their website describes it) to vote on their existence. |

IIRC, you can have a POB for a mailing but you need a physical home address for the registration. I had to provide proof of that address when I changed to a PO years ago. May be diff now, YMMV etc. |
