Our entire development team is in turmoil over this; organization shifts, man-hour allocations, that sort of thing. Until we hear otherwise, we proceed on the assumption of full implementation, which will be a huge effort.

They should get whatever they want, by their own doing. Work towards the goal of what they want and get it when they accomplish that goal. No one should be forced to get something and no one should be guaranteed to receive anything at birth because people think it is the right thing to do.
