The answer is very subjective to the intended use.

Want to plink...It may be a Heritage Rough Rider .22

For silhouettes...A 10" .454 Casull

Gotta know the job to pick the right tool.

All around? 3" or 4" .357 Smith Its sucks for a lot of shit, but it'll do just fine for others.

I don't think there's really any contest about "best", whether it suits your needs or not is another matter.

What kind of bear?  If it's Grizzly, SW 629.

How do you plan on concealing it?  Under a heavy coat, in a bikinni?  come on man, we need details.....
 I can throw a 442 in a pair of cargo shorts with a pocket holster and it is gone.

I've only seen one grizzly in the wild,  and I sat there after he had departed the area and said "holy shit"

(he left the area by running up a 30 degree slope at an estimated 30 mph)
(best description would be akin to a NFL running back running thru a preschool class)
(would a 44 Mag kill one, sure. But it would probably make him real mad first)

I would highly recomend the one on the left. S&W 329 4" for woods carry. Its very light weight 6 shot 44 mag. This is not a good gun for plinking. Recoil is to be expected.

I don't think I have a suggestion for your deep cover bear gun.  I have some favorites for other situations though.

Barbecue Gun:  Colt Python in royal blue or S&W M27 (.357 mag)
General Purpose Gun:  S&W 686 probably 4" but maybe 6" if you are punching paper more than holster packing. (.357 mag)
Back Packing: S&W M29/M629 in any number of configurations.  I'd choose a plain 4" 629.  Maybe consider a Ruger Super Blackhawk.
Concealed Carry: S&W M640.  Centenial concealed hammer in stainless - caliber .357 Magnum.

Smith & Wesson is really the manufacturer to see for a working revolver.  Best if you can get an older version pre-lock just on general principals.
