Photoshop 5.5, jesus man do you use anything new?  5.5 is from 1999!

5.5 will do the job, you'll just have to draw your thought balloons, fill them with a background color and then put your text in.

If those are programs you have... you are outdated by like 4 versions on the Photoshop... and I didn't know anyone still used paintshop pro :P...

Uhm are we talking about Legit copies or "a friend gave it to me" copy?

If you are going to be doing any serious photo editing I recommend Photoshop CS3/CS4 (friends can give you the master collection easy
)
On another note I think that you can make CS5 thought balloons, you'll have to draw them though... (or copy paste them and edit them)

In Photoshop do this: (I don't know if this will work w. that photoshop but give it a try)

Make a new layer select the marquee tool (the one that makes boxes/circles, select the one that makes circles)

Then rightclick on it, select stroke (chose black; 1-3 pixels, press ok)

Rightclick on it again, select fill (chose white; press ok)

there you have a circular thought balloon...

I'll post screenshots in a sec in CS4

You might also try Gimp.  It's an open-source program that's basically Photoshop.

I use Inkscape, gimp, and Infan view. All are opensoucre and free. Inkscape and Gimp are very powerful, if you're just looking for somethine ease try VCW VicMan's Phote editor. This also a freebee.

It's not too bad.  If you know how to use Photoshop, this is set up pretty much the same.

If you don't know how to use Photoshop, you need to watch the You Suck at Photoshop series.  It's actually pretty useful.
