When I click start and all programs to open a program, They dont all fit on the screen and I cant click on the very bottom ones.  I tried adjusting the screen, but that did nothing.  What do I need to do?  Caveman terms, please.

Tried restarting?

If that doesn't help, right click on your desktop, click "properties", go to the "Settings" tab, and increase the resolution.

will it scroll down if you put you cursor at just the right spot at the bottom of the list?

Yep, didnt change

That fixed it, but now everything is smaller.

If your resolution is set appropriately, you can also adjust the settings of your monitor itself via whatever controls are on its front.  Change horizontal and vertical size and positioning until your screen fits the entire thing, then adjust resolution in Windows accordingly.

The programs list was running off the bottom of the screen past the blue bar.  the only way to get it back so far has been to increase the resolution.

You can always organize your stuff in folders to reduce clutter.

Or, another method you can do is as follows:
1.  Right click on the task bar (It's the bar at the bottom that the Start Menu is located on).
2.  Click "Properties"
3.  Select the "Start Menu" tab.
4.  Click "Customize"
5.  Select the "Advanced" tab.
6.  Scroll down almost all the way until you find "Scroll Programs" and check the box next to it.
7.  Click "Ok" as many times as necessary to close all menus.
