if someone were to hypothetically legally own a silencer, (which they cant use with a firearm) could they hypothetically use it with a pellet (air) gun?  Its not a firearm, right?

And how about those silencers that airsoft guns have?

RCW 9.41.250
Dangerous weapons -- Penalty.

Every person who:

    (3) Uses any contrivance or device for suppressing the noise of any firearm,

is guilty of a gross misdemeanor punishable under chapter 9A.20 RCW.

RCW 9.41.010
Terms defined.

Unless the context clearly requires otherwise, the definitions in this section apply throughout this chapter.

    (1) "Firearm" means a weapon or device from which a projectile or projectiles may be fired by an explosive such as gunpowder.

as to airsoft toys, you're on your own.  Micheal Crooker found out the hard way about airguns and suppressors that aren't on the NFA registry.

[26 U.S.C. 5845, 27 CFR 479.11]
(M30) Are Paintball and/or Airgun
Sound Suppressers NFA firearms?
The terms "firearm silencer" and
"firearm muffler" mean any device for
silencing, muffling, or diminishing the
report of a portable firearm, including
any combination of parts, designed or
redesigned, and intended for use in
assembling or fabricating a firearm
silencer or firearm muffler, and any
part intended only for use in such
assembly or fabrication.
Numerous paintball and airgun silencers
tested by ATF’s Firearms
Technology Branch have been determined
to be, by nature of their design
and function, firearm silencers.
Because silencers are NFA weapons,
an individual wishing to manufacture
or transfer such a silencer must receive
prior approval from ATF and
pay the required tax. See Questions
M15 and 16 for application details.

I dunno about legalities, but if I was a cop and I came across a guy with a gun and a silencer, I'd probably assume the worst.

That is why, as a rule, I stay away from NFA toys.
