I can do aks but I would like to find someone local who can do an 80% forging up. Or at least the tooling so I dont have to buy anything else

Nobody except FFL's, as far as I know. I'm not hooked up with anybody who has the tooling or machinery.

The times I have made them I social engineer my way into a machine shop to do it.  The only expensive tool is the buffer tap.
