General opinion wether or not Search and Rescue are considered Para-Military.......? Ive heard it referred to as such but never thought of it as such.......

Military?
Law Enforcement?
Fire and Rescue?
Civilian?

Even the Boy Scouts are paramilitary if you want to stretch it far enough.

I know the Boy Scouts are hardcore paramilitary because that Russian officer in Red Dawn said so when interogating the Mayor about his son being an Eagle Scout.

Maaaan, when I was a Cub Scout (1959?) all I could think about was getting into Boy Scouts so I could take the Marksman merit badge course-- never did-- and l00k at me now!
