So I have been doing research on open carrying a pistol in PA and cant really get a clear answer on it. I live close to the NJ - PA border by the Delaware Water Gap. I regularly go into PA for hiking/camping. I know I will not be able to get a non-res ccw since NJ never issues any of them. But open carry is legal in PA, besides Philly and other places. I would be out in the woods most likely, no where near a city. Would it be legal for me to open carry in PA?

The biggest issue I see is with the transport of my pistol in NJ. I do transport the gun separate from mags and ammo, locked in different bags/containers. Just wondering if anyone can shed some light on this topic

Open carry is legal in ALL of PA, including Philly. The only caveat about Philly is that you need a license to carry in order to open carry. In all other parts of PA, no license to carry is required.

So yes, you can open carry. However, your issue is transporting the firearm. Lacking a PA license to carry or a reciprocal license from your home state or another state, the places you can transport the unloaded firearm are very limited, like to the range, gunsmith, between house and vacation house to name a few.

In other words, you can't merely transport the firearm to wherever it is you want to open carry.

That's what I figured and was afraid the case was. I do have a family member that lives in PA and I am assuming I have their permission to have my firearms at their home/private property I can carry there and around there. Since they have land to shoot, hike, and fish on But I could also be wrong with that as well.

What  Steve said is dead on. Although you can open carry, you cannot transport the gun in your car unless going directly to the range gun store, in  between houses, etc... without a permit.

However for purposes of car transportation PA honors ALL permits, not just those states with reciprocity agreements.

So as long as you get a permit from ANY state you can carry your handgun inside a vehicle, and then openly carry it outside a vehicle without a permit.


§ 6106. Firearms not to be carried without a license.
(b) Exceptions.--The provisions of subsection (a) shall not
apply to:
(11) Any person while carrying a firearm in any vehicle,
which person possesses a valid and lawfully issued license
for that firearm which has been issued under the laws of the
United States or any other state.

So if I were to get, lets say, the Utah permit, which is recognized it a majority of states, then I would be able to transport my firearms in PA without needing any specific destination as you both have stated above?

Yes, the Utah permit would cover you for carrying or transporting in any manner while in your vehicle in PA.  However since PA no longer recognizes non-resident Utah permits you would need to open carry if outside your vehicle, and could not carry outside your vehicle inside the city of Philadelphia.

Yes, I remember reading that PA no longer recognizes the Utah permit for concealed carry. But as long as it lets me transport, then open carry(besides Philly) I am ok with that. I am not really ever down Philly nor do I really enjoy cities. I'll mostly be up by the Water Gap.

Thank you guys for your help. I was planning on getting my Utah non-res permit and this is just a little added bonus that comes with it.

Trust me, I would have been there long ago. However, my fiancé is not fully convinced of the move. But I continually plant seeds so we can live in a more free state. I wouldn't say shes exactly thrilled about my firearms, but she is thrilled that I can keep us safe... from animals and humans.
