Hello I have a question about a Ltcf. My dad applied for a carry license which involves picking up the form from the county sheriff, filling the form out then getting your local municipality to sign off on it. Well when he took his form to the local police station they declined his application. At first they wouldn't give him a reason why, but then they told him it was because of a "neighbor desput" that happened 6 years ago and my dad was found not guilty and all charges were dropped. So how can they decline his application? Will they decline mine too? What steps can we take to resolve this.
He just wants the license to make it easier to transport his handguns to the range

What county are you in?  



I thought the process was the same state wide, as per state law.  I've lived in both Beaver and Allegheny counties and never needed to get any sign-off.  Both county sheriff's handled the whole process.  Beaver county was in and out the same day with a LTCF.  Allegheny county had you mail / drop off the application and then they sent you a notice in the mail (about a week later) after they processed it, telling you to come into the office and pick up your LTCF.

^ Exactly. I never had to have anyone "sign off" on my LTCF. The whole process takes place at the courthouse (at least in Lackawanna and Wyoming counties.)

My guess something is wrong. PA is a shall issue state. No record no problem as you explain I would say invest in a lawyer. Does not cost that much . Once you get it you will be OK.

I just assume there is no background problems other that what you described.If that is the only issue it should have been issued.

I am in northampton county.  And its a lot different here and from what I read it violates the law about it being the same statewide.  I had to fill out the form with all the personal info and the additional 2 personal references.  Pay the fee, submit the form to the authorities.  Then I waited about 4-6 weeks to actually get the permit in the mail, the whole time not knowing if I was approved.  I checked with my 2 references and they didnt even get a call about my application.  When I later read that in some counties you can walk in and get it same day I was really annoyed.  How is that the same statewide?  How long does it take to run a background check?  Why do I need to list references when they dont even call them?  I could have made people up and put my house phone number and work cell phone number as the references.  It was such BS.

Philly requires the applicant to be fingerprinted which is NOT a requirement. They also deny a LTCF if you have several non-paid parking tickets. Again, this is NOT a reason to deny the application. I have also heard of some counties requiring the references be from the same county! Again, there is NOT a requirement. Your reference doesn't even have to be from PA!

By law, the application and process is supposed to be standard throughout the state, but try telling that to the ones who do their own thing!

We live in Montgomery county, I checked with a few friends and they all had to do the same thing in this county (get local to sign off) but no one else seems to have had problems. They all said they dropped off the form and I was signed the next day no questions asked. And yes his record is clean besides that incident and like I said all charges were dropped. He's allowed to buy firearms no problem, this is just really frustrating.

+1 on the attorney.  People need to get shitty letters via certified mail to fix this.  

I would try first with the state attorney general's office and the governor's office as well.   Tom Corbett was a pro-gun AG, and you just might get some help there.

Hell, here in Berks they put an "express lane" in at the airport so we don't have to go inside Reading anymore. It took me maybe 45 minutes to get mine, walked out with it in hand.

It maybe that you have confused the initial application with the renewal process. My initial application was just as you descrIbed. My renewal was the in and out 15 minutes.

Well I turn 21 in 2 weeks and I'm going to apply then. If I also get denied(I have no record whatsoever, not even a speeding ticket) then I know somethings up and I'll take steps from there,  if I get approved I'll talk to the sheriff when I take the form back and see what she says. If I get it my dad would be fine because he never goes to the range without me and like I said he's only interested in the license to make it easier for him to go to the range like for transporting pre loaded mags and such

And before that they set up shop on Tuesdays in different municipalities.  I went to the library in Hamburg, 20 minutes and I was done.

Walk in, fill out form, wait a minute or two, have picture taken, wait 5 minutes, receive license.

It kind of helps if you ride motorcycles with the sheriff. The sheriff has a harley fatboy and likes to take his wife with him. It wasn't until the second time I rode with him that I figured out who he was. He's a pretty cool guy who is an retired state trooper. Signed both of my NFA papers too, no waiting.

This thing with going to the local PD is bull. All of that paperwork should be handled at the COUNTY level, not the local level.

Back when PA was a MAY issue state, I did have to go to my local PD to get the chief to sign off on my permit. The officer in charge said the police chief had to KNOW me. I said I was never in trouble if that's what he meant. Nope, he had to know me and my family in order to sign off. I thought I was screwed. It turns out that my father had bought a sawmill off the chief's father. I had also, with a friend of mine, walked his son to school to make sure he didn't get picked on. I forgot completely about those two things. Luckily for me, he remembered. He delivered the paperwork to my door personally.

If you don't count waiting in line, initial application in Beaver county takes 10-20 minutes.  In and out, tith card in hand.

That was my initial.  But it seems like in other counties their initial is like our renewal.

it is doubtful you will meet with the Sheriff.  You will instead go to the permit application desk and deal with a deputy.
