does anyone know if the cumberland county sherrif will sign the paperwork?

If they don’t you can always ask a judge. I am pretty sure a judge in your district can sign if the sheriff refuses.

You can also try the local state troopers or any office holder with arrest powers.

ask doug, i had heard strict democrat...no class 3, but suppressors in some cases

uhhhhh, suppressors are Class 3.......
