an employee of mine wants to purchase a stripped lower and he is currently 20 years old. i do not believe there is a problem with this i just have not been able to find anything saying yes or no.

If buying from another person and the lower was not originally bought and recorded as a pistol lower (the original receiving FFLs' bound book would show this plus the owner should know), then it is classed as a rifle and no paperwork is needed for a FTF sale.  If buying from a FFL then he would have to go through the PICS.

You DON'T NEED an FFL to transfer long guns in PA.

AR15 = long gun.
