No...It has to go through a FFL. There might be some exception for family members or inheriting, but im not sure about that part.

Code also mentions it can be done by the Sheriffs office…

I would call ahead and see if they would do it rather than just poping in on them.

But in my neck of the woods, Lancaster, it would be easier to go to a dealer.

From what i understand:

No need to transfer from parent to child, spouse to spouse, or grandparent to grandchild or vice-versa.

All others need to transfer at a FFL

Sounds like this would apply to long guns as well....it says 'firearm', not handgun.
So I cant do a FTF transfer of a rifle or shotgun without an FFL signoff?
I thought that long guns could be sold that way in PA?

This what you are referring to...

Firearm:  Any pistol or revolver with a barrel less than twelve inches, any shotgun with a
barrel less than twenty-four inches, or any rifle with a barrel less than fifteen inches.

If so, I am assuming (not a lawyer) that a long gun (like an AR w/ a 20 in barrel) could be legally transfered from one resident to another without any state or federal paperwork...just a gentlemans agreement. At least this is how I read it.

Yes, rifle transfer face to face between two PA residents does not require a dealer transfer.
