i saw it stated

i sell bunches of stripped frames/recievers and  never heard of that  new to me and ATF never said anything to me

When I went to pick up my lower I asked my dealer to register it as a pistol for a ar15 pistol build.
He told me in PA all stripped lowers ar sold as pistol lowers which is fine by me because thats what I wanted anyway. This has nothing to due withe the ATF this a state law.I have read that other states due the same.

I've never filled out a pistol purchase form for a stripped lower. I haven't purchased a stripped lower in over a year so it possible the rules changed but I highly doubt it.

Yeah, I've bought a few, and none of them required the State pistol form, so I would say this is wrong.  

Did you have to do the state pistol stuff for your lower?  if not, its definately not a pistol in the state's eyes.

When you guys say stripped lower do you mean
1.An AR lower that is complete, WITHOUT the buttstock.
2.An AR lower that is completly devoid of parts.

Check page two of the ar15 pistol thread a guy from PA  said the same thing stripped lowers sold in PA should be registered as pistols.

If a lower is registered as a pistol, then built up as a pistol could it later be reconfigured into a rifle? If yes could it still retain its pistol status? Thanks

as others have stated as well as my ffl dealer - ar lowers (stripped - devoid of parts) are registered as rifles. you would have to fill out a handgun registration form if they were considered pistols. the pistol recievers have to be designated that way from the manufacturer. cmmg has them for sale as do some others on this site.

well, i had to see for myself - i have purchased a stripped lower today and have registered it as a pistol. easy as that. when you purchase it, the fll will designate it as a pistol or rifle - your choice, unless the lower is specifally marked. i got a stag arms lower and it has no markings as to whether it is a rifle or pistol, so i registered it as a pistol. this will be my first pistiol build. why you ask? well, the answer is simple... because i can.
