Is this legal?  I want to pick up a lower within the state of PA.  If I send a copy of my license, is it legal for him to send me the lower?   I've bought ammo from ammoman.com using this method, but figured I would ask first because what makes sense isn't always legal. Thanks!

You can do a face to face without going through an FFL.

But to send it through a carrier either within or outside of Pa., you must go through an FFL.

If you are talking about a driver's license for a lower to be sent via a carrier, it's a no go.

If the price is right just do the face to face, no third party fees needed for long guns, plus no shipping cost.

As long as it's a long arm and an intrastate sale, you can mail the longarm to another state resident in PA.

A nonlicensee may ship a firearm by carrier to a resident of his or her own state or to a licensee in any state. A common or contract carrier must be used to ship a handgun. I don't doubt David C for a nanosecond, but I'd go FTF if the drive's less than a day.

But then again, I play 'Cover your ass' a little heavier that most.
