If you're looking at the blow in type, Home depot rents the blower for free with an insulation purchase.  Its not hard, ive done several but it will suck this time of year.

This. But make sure if you do it or a company does it for you, that your recessed lights are IC (insulation compatible). If the aren't you run the risk of burning out the fixture or possibly even a fire.

How flame retardant is the insulation?
Would it be safe around the hot water vent pipe?
I don't mind a DIY job, especially if it saves money.

Its not hard, ive done several but it will suck this time of year.

Pretty much all the blown insulation these days is flame resistant, especially around the WH vents as they are double wall pipes. However, I would pull insulation away from the pipes as a precaution. Also, there should be a listing on the bags telling you what the product is. Old blown insulation was a cellulose material, which is basically a paper/wood fiber type product, where most materials used today are fiberglass. The pink stuff Home Depot sells is the fiberglass. A mask, long sleeves, and a spray sock to cover your face is a good idea to keep the itching to a minimum.
