What paperwork are you referring to specifically? I never did anything at the courthouse for my SBR, but it's on a trust so I didn't do the whole CLEO signoff, fingerprints, etc.

To make and register a firearm,  What is the trust form I keep hearing that but don't understand that process. last one I did I had to drop it off at the courthouse wait 2 weeks for LEO to sign off on it. So I am a little behind the times :)

You need to drop of your forms to the ATF branch of MCSO. You will also need to have "ATF NFA BRANCH" fingerprint cards with you, these can be ordered on line through the ATFs website, order more than you need. They do fingerprints down stairs for a nominal fee,,,,,use to be $10 a card, or upstairs as a professional courtesy if you are in the "business". You will also need three Form 1s and three passport photos as MCSO keeps one form and one photo. Photos can be taken at some POs, Walgreens or Alphagraphics. Don't attached photos at this time because they get screwed up when they scan or copy the forms. They will give you a form of theirs to sign and you will have to get it notorized. There is an Arizona Federal credit union across the street for notory services. Usually takes several weeks to get a call stating that everything is done. Pick up your forms and send forms with photos affixed, fingerprint cards, Cert of Compliance and a $200 check to the ATF. Wait times this way are several months and sometimes even over a year.

You can e-file if you set up a trust. A lot of places are offering NFA trust fairly cheaply. There is a great tutorial in the Armory section here, in the NFA forums, on how to e-file so I won't bore you with the details. This usually gets approved in a few months.

Basically you form a trust which is the entity which will be "making" the SBR, it (currently) bypasses the CLEO signoff and fingerprint requirements.

The linked guide got me off my ass and 5 weeks later I was part of the NFA world

ETA- recently received an email regarding eForms and the expected timeline to have the eForm 4's back up. They said they have made progress on the matter and hope to have the Form 4's back online by the end of the year (not holding my breath, but that would make for a great xmas gift to myself).
