the best place would be to find some used or private sale new that you don't have to do paperwork on because that's some bullshit in the first place. None of anyone's damn business that you are purchasing a firearm.

Backpage, local gun shows with private sellers, and the occasional search for AZ only EE sales would be a good place to start if you want off the books. I've seen Anderson lowers at Tombstone Tactical for 66 before the tax.

It sounds like you want a place that does cheap transfers for lowers you order online?
I am in Chandler so I don't know any places in Glendale, try asking a couple of gun shops what they charge.

I use the Find an FFL feature on Gun broker.
Most of them list their fee on the page with contact info.
