I am a CCW instructor in Missouri and have several students from IL that want a permit to carry in MO.  We used to send them the FL or UT route, but AZ looks to be the better option now (especially since it works in Wisconsin.)

They used to sit through our normal 8hr course, but now it looks that they can complete an "Arizona" course with no time limit and without a live fire session.

I've read th statues several times, but I feel that I'm missing something.  Do I really just need to give them a certificate that says they've been through a "firearms safety course" taught by a NRA instructor?

13-3112 para N. SubPara 8. "Completion of any other firearms safety or training course or class that is conducted by a department of public safety approved or national rifle association certified firearms instructor".  Does it spell out the mimimums for this course somewhere that I am not seeing?

I have the packets to mail in, just looking for a confirmation before I send my first "guinea pig" through.

I am one of Mas Ayoob's senior instructors and sponsor him in AZ.  That said when the new laws went in it is my NRA instructor credential that the State honors.
8 hour class including 2 hours on the range.

You can teach any NRA course that you are certified in and that will meet the state requirements for an AZ CCW. Call DPS Concealed Weapons Permit Unit and ask for the required application and fingerprint cards, they will send them to you via USPS.

Be aware that you take all liability for what you teach, as I'm sure you know, since there are no minimum requirements for the course.

I have heard from the AZ DPS CWPU that the NRA has been requesting NRA instructors to put on their course completion certificates "NOT AN APPROVED NRA COURSE" if they will be using their NRA certs to approve the course, but not actually teaching an NRA course.

I still use my AZ DPS certs for now, until they expire in a few years. Then I'll have to go to using my NRA certs.

I know the law says that it will take any NRA course, but it also says it will take, "any course taught by an NRA instructor," (which means it doesn't have to be an NRA course.)  I saw a website advertising a 4-hr AZ CCW class.

And, yes, any non-NRA course advertising, syllabus, certificate, etc. that you put your NRA creditials on, you must put, "This course is not NRA-approved."  I have to do that on all my MO classes.
