quick question and please forgive my ignorance.

I want to build an AR for my dad as he has done so much for me and I would like to show him some gratitude.  Can I just use any cheap OLL such as Anderson and build it with the required California features and give it to him as a gift?

thanks for any help!

Yes. You just have to avoid the unconstitutional law that restricts "by-name" specific companies selling specific models of lowers. Anderson is NOT on the list.

The easiest way to be compliant would be to use a bullet-button in place of the magazine release.

Firearms Safety Certificate/Card.   $25.00 and the test is taken at most gun shops. It's another hoop this shitty state makes us jump through to purchase a gun.
