Hello CA!
I read through the "primer" and didn't see where or if, it addressed uppers alone/specifically. I want to ship a PSA 16" Mid-Length AR upper with A2 Flash Hider (threaded muzzle/barrel) and Bayonet Lug to a member in beautiful CA. Is it legal? Am I putting anyone at any risk? You are good to go! 
Uppers are just parts and its legal to ship. Barrel length will dictate if it goes onto a pistol or rifle receiver. The buyer is responsible for putting those parts to use in a legal manner. If you ship magazines, disassemble them so they are "magazine kits". The buyer will then use them in one of many legal configurations. |
