Is it legal to ship a FN m16 a2 upper to California. There is no b/c/ch?

Edit: I am just talking about shipping an upper to an individual.I am assuming its just parts and is good to go.

Yep, the lower has the serial # and therefore is the gun and would have to go through an ffl.
