What's the shortest barrel length for a shotgun I can have before it becomes illegal? Can i have a short barrel AND a pistol grip?

If it's less than 18" it becomes a short-barreled shotgun, requiring a federal tax stamp.  Good luck with that in CA.

Should could i get a Mossberg 500 with an 18 1/2" barrel and slap a pistol grip on it and still have it legal?

Perfectly legal.

But I would go with a pistol grip stock.

12276.1. (a) Notwithstanding Section 12276, "assault weapon" shall also mean any of the following:
(1) yada, yada......
...........
(6) A semiautomatic shotgun that has both of the following:
    (A) A folding or telescoping stock.
    (B) A pistol grip that protrudes conspicuously beneath the action of the weapon,
         thumbhole stock, or vertical handgrip.

(7) A semiautomatic shotgun that has the ability to accept a detachable magazine.

(8) Any shotgun with a revolving cylinder.

And...

Any firearm design to fire a fixed shotgun shell with < 18" barrel and overall length < 26" is considered to be a short-barreled shotgun
