I need to know if it is legal for me to ship a complete, pre-ban upper to Cali.. The person lives in Monterey Bay. Figured I would ask the folks that live there first. Any help would be appreciated.

There are no restrictions on uppers.  The only restricted items are the lower reciever and any mags that hold more than 10 rounds.

Any part that is NOT a receiver, a magazine (complete) or Full auto (only) parts are just parts. Don't forget IR illuminated scopes and batons/sticks and auto knives over 2" (blade). The rest is just fine to ship here. THere are NO PreBan vs. post ban parts here (as nothing prohibited is transferrable).
