just purchased Ruger 10/22 from turners.....
can i now exchange factory stock with folding or collapsible stock??? it this legal???

yes...as long as it is dedicated 22 then you can put all the sb-23 features that you would like as long as it meets overall/barrel length requirements

Only barrel length. Overall length applies to center fire.

So I can have a 12" Ruger 10/22?

There is a 28" requirement for all rifles. Period. It may be 30" for centerfire with the CA DOJ, but for the ATF it is 28" for all rifles.

Barrel length for a rifle must be a minimum of 16" by federal law. SBR's and machine guns are an exception.

I thought the federal minimum overall length for a rifle was 26" not 28".

I am pretty sure it's 26" for shotguns and 28" for rifles.

ETA: or maybe I am wrong and it's 26" for both....

26 with stock unfolded. It will take a mighty short receiver to violate that.
