Goddamnit I need to get off my ass and fill out the paperwork and send it in. I've bought at least 8 guns this year and paid this state too much in DROS fees

DOJ is pretty quick. Unless things have changed, you should have it within 2 weeks.

Blue-  the COE doesn't help you avoid DROS fees, it just allows you (with a C&R license) to avoid the 1 handgun in 30 days rule.  The C&R license does help you avoid DROS on C&R long guns though.

Really? Someone told me that on rifles it gets you out of the DROS and waiting period. The C&R doesn't help you if you buy anything from an FFL in CA though.

Really? Someone told me that on rifles it gets you out of the DROS and waiting period. The C&R doesn't help you if you buy anything from an FFL in CA though.



I am pretty sure the COE make it so you do not need to have a background check, so you can save money on the fees if you buy enough firearms in the state to offest the money it costs to get one. You still need to do the 10 day waiting period, unless you also have a C&R license and are buying a C&R long gun, at which point the 10 day waiting period goes out the window and you can take home your C&R long gun(s) that day you purchase them.

The C&R FFL and COE exempt you from the waiting period on all C&R firearms purchased from a dealer, handguns included.  Handguns still have to be DROSed in order to register them.  The COE alone does absolutely nothing for you in California and neither does the C&R FFL by itself.  The FFL/COE combination does nothing for you as far as modern firearms go, except for exempting you from the one handgun a month law.
