IMHO it doesn't really matter considering there are not any checks and no LEO has ever said anything to me.  Plus if you are coming and going to a legal destination arent you ok?

Quick and dirty - BLM land is open to shooting any legal firearms, as long as you aren't to close to the roads, dwellings, campgrounds, etc.  There are some areas where for local reasons shooting is restricted or banned. (Endangered species,  etc.)

San Bernardino County has "overlaid" it's own area rules, restricting some areas to rimfires and or shotguns.  Check the BLM Barstow website for more info. Their map is crummy.

A lot of National Forest land is open for shooting too. Generally it comes down to - if it isn't posted as Private Property, or otherwise posted, it's legal ON BLM Land.
