This summer I'm going to be moving to a state that has reciprocity with FL. Now I can't get my resident permit in that state until I have a drivers license there. So is my FL resident permit still valid when I get my drivers license there? At that point I technically become a resident of that state, but I cannot find any literature stating that the FL resident permit becomes void at that point. I have submitted a question to the DOL about switching my resident permit to non resident, but I doubt there is a mechanism for that. My goal is to be able to carry for the interim time it takes to get my resident permit in the new state, and also to retain maximum reciprocity, so in the end I will get a non resident FL or Utah permit as well as the new state resident permit.

Well, we have several questions here.  First, Florida does not care if you move.  There is really no such thing as a Florida resident or nonresident license.  Florida will issue a license to anyone who is qualified.  The only difference is if you don't live in Florida you will have to submit fingerprints for a renewal. Residents do not submit fingerprints.  So, when you move out of state, you simply do a change of address with the dept of ag.

How long you new state accepts your out of state licence is up to that state and you will have to ask them.  Since you didn't even mention the state, we can't even help you.  You could look at Florida law for an example of what happens if someone moves into the state of Florida with an out of state licence.

Everyone submits fingerprints for the original issuance.  Only non-residents submit finger prints for RENEWALS.

Changes of address (intrastate or interstate) must be reported.  This can be accomplished online at the dept of ag website.

Some recip states do not accept licences carried by persons that are not residents of the state that issued the license.

How your new state is going to handle recip privileges during your move is up to them, and since you are keeping your new state a secret, I can't help you with that.

OK, thanks for the help!  The division on licensing confirms all I need to do is change my address with them.
