can I legaly mail a lower to someone with in the state without going thru an FFL?

Yes, if both of you are residents of the same state. But you do need to take reasonable steps to ensure the receiving person is qualified to possess a firearm and is 21yo. for lowers.

If you are not a dealer then you can sell a lower to someone 18+
