HAITI EARTHQUAKE SITUATION REPORT #3 TuesDAY, January 19, 2010 9:00 pm EDT Current Situation/Threats: * The United States Government is responding to earthquake devastated Haiti. * The State Emergency Operations Center is at Level 2 Activation. * The State of Florida is supporting federal missions to and from Haiti. * The Governor has signed an Executive Order (#10-06). * U.S. citizens are being repatriated from Haiti by the U.S. State Department, Department of Defense & other federal agencies. * Some of these citizens require medical treatment and are transported to local hospitals in Miami-Dade, Broward, Palm Beach, Orange and other counties. * The Miami-Dade Emergency Operations Center is activated with local ESF-8 staff supporting patient movement operations. * The volume of repatriation movements through Sanford Airport (RDSTF V) is increasing and those needing hospitalization in the Region is also on the rise. * Florida, particularly ESF-8, continues to respond to H1N1 in the state. * Local responders and ESF-8 staff will be supporting other local operations including the January 31st NFL Pro Bowl and February 7th Super Bowl (a Department of Homeland Security Special Event Activity Rating 1 event). * Screening at Port-au-Prince Airport is very limited. * As federal resources (e.g. DMAT caches) are mobilized for Haiti, Florida assets may be called upon to support federal missions, particularly if mass migration occurs. * We do not have information on how the federal government will provide definitive care for patients in Haiti and Guantanamo Bay, Cuba. * One Regional Emergency Response Advisor has been dispatched to Homestead to coordinate with the Department of Homeland Security (mass evacuation support). * The Florida Health Care Association is offering to support long-term care facilities residents currently homeless in Haiti—the federal government has not requested support as yet. o (703) 276-1914 o http://www.cidi.org/incident/haiti-10a/ Planning Assumptions: * The current movement of repatriated U.S. citizens as patients into Florida hospitals will spread to other areas of the state and for an extended period of time. * There will likely be a second wave of patients from Haiti needing a variety of treatments due the potential for injury, disease and traumatic stress in the earthquake impacted cities and towns outside Port Au Prince, Haiti. * The Temporary Protected Status offered by the U.S. government to Haitian nationals may increase the number seeking public health and medical services in Florida. * Florida citizens who are members of federal response teams (e.g. Urban Search and Rescue and Disaster Medical Assistance Teams) may return from Haiti with injury or illness, including psychological issues, requiring long-term support. * The lack of public health and medical service delivery may trigger mass migration of Haitian nationals to Florida that will require extended service delivery, even at federally-managed sites. * Local ESF-8 systems may require state and/or federal support if this event increases in either time and/or volume. * Continuity of operations, behavioral health and other issues may occur as U.S. citizens of Haitian origin support family and friends in Haiti. * There is future potential for movement of Haitian nationals into Florida as part of a mass migration plan. * State resources (e.g. State Medical Response Team caches & personnel) may be needed to cover federal shortages Area of Operations: State Public Health & Medical Systems receiving or potentially receiving & delivering services to repatriated U.S. citizens and/or Haitian nationals. Planning Objectives: 1. Support U.S. repatriation missions in Florida 2. Prepare for potential mass migration 3. Support local Public Health & Medical System Response FHA is working with hospitals, local, state and federal health and medical partners to support the following: 1. Support U.S. repatriation missions in Florida a. Assist Regional Hospital coordination for hospital bed placement b. Assist in verifying incoming flights that may have patients c. Support common operational picture with SERT and federal stakeholders 2. Prepare for potential mass migration a. Identify resources needed to support potential influx of Haitian nationals b. Support planning for providing public health & medical support for Haitian nationals in Florida c. Support DHS Mass Evacuation Plan, if needed 3. Support local Public Health & Medical System Response a. Distribute concept of operations for RDSTF-based patient movement & bed availability tracking b. Continue common operational picture with county and RDSTF ESF-8 staff in impacted areas c. Identify any resource gaps in local support of federal operations d. Continue cost tracking estimates for ongoing impact on Florida hospitals supporting repatriation missions Federal Actions/Reports: * USAID and the U.S. State Department are the lead federal agencies for international events. Federal Emergency Management Agency (FEMA) has been tasked with assisting in the coordination of the U.S. response. * Any flight from the U.S. to Haiti will be considered by the Federal Aviation Administration (FAA) as an international flight, requiring the FAA’s approval of flight plans and flight activity. The State of Florida does not regulate pilots or aircraft. * Federal Emergency Management Agency has tasked: o The Florida-Task Force 1 (82 personnel) and Florida-Task Force 2 (84 personnel) are on the ground in Haiti conducting search and rescue (6 more activated). o Region IV has the following in Haiti: an Incident Response Coordination Team, International Medical Surgical Response Team, 5 Disaster Medical Assistance Teams (3 more alerted), and a Fatality Management Assessment Team. o Region IV Liaison officer and an Incident Management Assistance Team is at the State of Florida Emergency Operations Center (EOC). * 72 rescues made by U.S. Search and Rescue teams. * The Transportation Security Administration and U.S. Department of Health and Human Services (HHS) Liaisons are on-site at the Florida EOC. Area of Concern: * A 5.8 magnitude earthquake occurred near the British territory, the Cayman Islands, at 0923 EST today. There is no tsunami warning and no damage reports yet. State Actions: * Executive Order #10-06 * State EOC is at a Level 2 (Partial). * A unified Flight Tracking Cell was created to track flights coming from Haiti to Florida. A total of 17 flights from Haiti have arrived in Florida since January 18th, 2010 at 0000 hours. * SERT is conducting daily conference calls with county emergency managers and emergency management partners. * Coordination efforts are being conducted between the U.S. HHS and Florida ESF 8 to ensure medical support is available and ready to receive injured U.S. citizens from Haiti. * The Florida Emergency Information Line has been activated (1-800-342-3557). Repatriated Citizens: (State and local assistance offered upon arrival) * A unified Flight Coordination Cell is tracking incoming flights from Haiti to Florida 24/7. * SERT is offering assistance to U.S. citizens returning from Haiti for repatriation. Coordination efforts are ongoing with impacted county emergency management staff in the repatriation effort. * A State Liaison Officer remains at the Orlando/Sanford International Airport to assist with the 24 hour repatriation operations. * The American Red Cross is providing food, water, blankets, hygiene supplies, mental health, and health services to repatriated U.S. citizens in Orlando, Miami, Fort Lauderdale, and Palm Beach. o Served 2,400 meals and 4,500 snacks. * Coordination efforts are being conducted between the U.S. HHS and Florida ESF 8 to ensure medical support is available and ready to receive injured U.S. citizens from Haiti. * Florida has received a total of 4,536 people and assisted a total of 1,230. 131 of these individuals have required hospitalization. Emergency Support Function 15: * ESF 15 is providing direction to all non-governmental organizations running charity drives through www.volunteerflorida.org. * Royal Caribbean Cruises has donated space on their cruise ships to NGOs in order to move supplies from Florida ports to Port Labadee, Haiti.
