As far as I can tell, both rifles are configured in pre ban configurations.  Without looking inside closely at components you can't easily tell if it is 922 compliant.  Look for the list and you'll see things like pistol grip, hammer,  Cocking handle, trigger, yadda yadda yadda.  

Personally I like the look of the wide fore arm in black over the narrow forearm.  Works nicely with the bipod if you ever get one.  

I'm not that familiar with FMP stuff but be aware that there were FMP rifles and FMP receivers.  The green one having the SEF neutered trigger group does not seem to be what I have expected from a complete rifle.  I do not know how to tell a FMP receiver from a FMP complete rifle.  They were pretty decent rifles.
