I have a round that is stuck in the chamber The bolt will not move.  Is there a way to get this out or do I need to see a smith?

Just a couplle of quick ideas off the top of my head while waiting for the real experts.  Not real familiar with CETMEs, but with ARs you can bounce the buttstock off the gound while pulling the charging handle.  This works in lots of cases.  You didn't say if the round had been fired.  If it has, you could try spraying a little CLP down the barrel, drop in a cleaning rod or dowel, and LIGHTLY tapping it with a hammer.  DON"T DO THIS WITH A HOT ROUND, please.  Good luck.

No.  You should just giving it a sharp bump, not hard enough to break anything.  Make sure you're not on concrete or something that'd damage the stock.

Tapped the charging handle with a rubber mallet.  Round out!!  GTG!!  Now I'm trying to figure out why it stuck.  RG 308...clean chamber..wtf.

308 Cetme no-go per many CETME owners.  Check Militaryfirearms.com they have a very large right up concerning this issue.

get some chamber gauges and makes sure that chamber is in spec! as mentioned above a go and no go gauge will serve you well. you could probably buy them cheaper than having a smith do it for you.
