I'm not here often and the only HK I've got is a USP 45C.  But is HK ever going to make a civilian G-36 for the U.S.? Is there a certain policy that HK has right now that is preventing them from making a fortune?

They already make an American civilian G36: The SL8.

Let's see if the 416 comes out.

The SL-8 is already out and is the HK answer to a civilian G36.

HK being a German company, they are bound by German firearms export law.  This is why they must stray so far from the military version for all of their semi-auto rifles like the SL-8, USC, MR223 and MR762.

The new MR223 and MR762 are intended to be the civilian versions of the HK416 and 417. These will be predominantly manufactured in the US, but because key components will be made in Germany and exported here, HK is legally prohibited from making these rifles compatible with their military versions.  Consequently, the MR223 and MR762 upper and lower are not compatible with other AR-type uppers and lowers.  They will be using substantially off-set pin locations to prevent MR223 upper from being mounted on a US-made AR lower and vice-versa.

HK has a horrible reputation among American civilians, but most are not aware of the fact that HK does these things to comply with German law. HK is hyper-aware of the lack of interest these horribly designed civilian rifles create, but it is quite beyond their ability to circumvent.
