I don't doubt that with the direction the economy is heading that registered sears or packs will be sold in that range. I bought a pack (6 months ago) that had been reduced by over $2000 compared to the price it was first listed for.

I bet deals are being made now in that price range but you just don't hear about them. Of course you'll need a host gun in addition to the sear!

Last civilian transferable MP5 I held was a ceiner conversion which was sold for 18K, 2 months ago and it's a damn good deal.

Short anser:  NO, not for us lowly civilians.

Long answer:

You can apply for a gun dealer's license (Type 01 FFL).  Once you get that, you can then apply for a type 03 SOT (special Occupational Tax).

Once you get that, you can buy Pre Samples for about $8k and post samples for about $1,500.
