Is it cheaper and better to buy a Bobcat MP5 pistol from atlantic and then file the forms and turn it into an SBR.  Or buy the vulcan MP5 with fake can, and do a conversion?  I figure it would be easier with the pistol route.  But the pistol is $500 more.

Well cheaper you answered your own question but in terms of work the pistol will take just minutes to convert. However the fake silencer on the Bobcat is easy to remove its just a pin to dril out but you may also have to refinish the end of the barrel as they are often bare metal.

You should avoid the Vulcan, IMO.

They are NOT a roller locked weapon, and only resemble a MP5 in appearance.

As mentioned, the Vulcan is NOT a roller locked system.  

Anyhow, if you can find a fullsize pistol, that'd be the easiest route, unless you're going for the K look.  Otherwise, buy a BW with a fake can.
