They wear the shorts because it is most likely bloody hot where they are at.  I think shorts were standard fare for the Brits.  Take a look at some of the WW2 north Africa photos of the Brits in action.  Not sure if they are still allowed or not.

Those are Rhodesians, not Brits... and they are most likely Selous Scouts.
