Anyone know if this is a Weaver or a Picatinny mount? Did not find much on the web on it. What does it do that the 3rd Generation not do?

Thinking of using 1inch Leupold Medium rings to mount a 56mm Kales Scope.  Appreciate any info. Thanks.

The guys on m14tfl.com don't have much good to say about the first 3 generations.  Bassett or Sadlak have a much better reputation. I have no experience with any, just reporting what I read.
