I bought a TRW M1A bolt of the EE, and it arrived today. Unfortunately, the apes working for the USPS got to it. Looks like it was dropped on the right rear corner. So it now has a flat spot there. I assume this can be filed down and then reparked. My question is, is the damage bad enough to affect function/reliability?

That corner of the bolt won't have any effect on the reliability or functionality of the rifle.
If the person will take it back and exchange for a fresh one then do it.

I looked at mine and cycled it slowly, and my amateur opinion is that area seems to only go along for the ride. No effect.

Insurance?

That's exactly what I did, and came to the same conclusion.
This bolt was intended for a Norinco I've recently purchased. I've sent an email to Tim at Warbird's guns to get his opinion, as he'll be the one doing the conversion.

Opinion would be you are ok.
get with the ins though as it will cost to repair so have them pay you
they messed up so you shouldn't foot the bill
