I did a Form 1 and made an SBR when I lived in the Dakotas. I moved to Michigan years ago, before SBRs were legal in this state. I contacted the AFT's NFA branch before I moved and they recommended I install a 16" barrel on my SBR and sell the short barrel in order to bring it into Michigan, all of which I did. My understand is, I couldn't have just put a 16" upper on the rifle and called it good because the lower would still fall under the purview of the NFA if the change wasn't permanent.  Therefore, I'd be required to file an address change when I moved and I wouldn't be able to file for an address in a state where SBRs are illegal. For those reasons, I took the course of action listed above. I also wrote a letter to the AFT notifying them that the rifle had been permanently changed. They replied and indicated they updated their registry and since the rifle no longer fell under the purview of the NFA, I could bring it to MI without violating state law. I saved the letter with my original Form 1, which I still have.

My question is, now that SBRs are legal in MI, can I covert it back by sending another letter to the ATF notifying them of the change, or do I need to do another Form 1 and get a new stamp? I thought I might be able to do the former since nothing ever leaves the NFA registry once it's entered, it just gets modified. I know you can temporarily change between SBR and non-SBR all day long without needing permission, but I'm not sure if permanent changes are handled differently. I am hoping that I can just have the registry entry modified again without having to do a second Form 1, but I'm not entirely sure. I plan on calling the NFA branch and asking them, but I am looking for info on the issue before I do.

I would just submit a 5320.20 then change it to what you want.
