I would like to SBR a M92 PAP. I fear I may not have the funds ready to do so by July 1st. Can I buy an AK flat receiver, write a serial on it, then submit that for the form 1 paperwork? Basically with intentions of down the road building into a M92 SBR? |

The form either has to be submitted (eForms) or postmarked (paper form). No requirement that it actually be built prior to 7/13/16. You quoted my answer, so I feel obligated to answer...but I know absolutely nothing about that firearm. If a receiver flat is where the SN goes, that seems like it would be ok to me...not much different than having and 80% AR lower. Maybe somebody else that knows the M92 PAP will confirm. |

If you want to form1 a scratch build just submit the form. You can purchase everything after approval. You only have to have firearms already made before submission due to having the manufacturer's info on the form. |
