First off forgive my ignorance if there is some mega thread already on this subject. I've been gone a few days and am not up to speed as to why eFiling is down. I'm just curious as to what is going on and when it is expected to be back up and running. I don't have a form 1 or 4 out there but I just recently got a job again (thanks Obama) and was looking to submit a Form 1 for an SBR in the next few months.

That said, I'm also curious as to what kind of paperwork (for when i have finished the SBR process) would be needed to take your rifle across state lines? It only concerns me because I live literally on the line between Tennessee and Virginia. I do have private property I can shoot on, on the Virginia side, but my buddy lives on the Tennessee side and we shoot on his property from time to time.

eForms is down until further notice, and yes, you need an approved 5320.20 to travel out of state with a SBR...

Does the 5320.20 form take just as long as say a tax stamp to process? This is the first time I've really asked or tried to pry for information on the 5320.20 form, let alone find out what it is called.

No. I've seen anywhere from a couple weeks to three months for approval. The good news (I guess) is you can get approval for a year at a time. So, for you, submit them around Aug or Sep each year and request 1/1-12/31 for the following year.

Unfortunately, they do have to be filed by paper. Would be a very easy form to add to the new EForms, regardless of whether an entity or individual.

Well that's not bad I suppose. I'd rather not have to go through hoops to transport across states but whatever haha. Is there a fee which has to be paid for the form? Also, am I only able to use the form for a year like 1/1/2014 to 12/31/2014 or could I submit one now as of 4/21/2014 - 4/12/2015?

No fee for 5320.20.
Any one-year date span is the max acceptable.  If you wanna go from 4/21/14 to 4/20/15, go for it.

And just a note to add...you'll need the form for your SBR, but if you add a suppressor in the future the forms are not required when taking them across state lines.
