I am guessing you mean AR15's.  As for the "top tier" thing, I think that's the dumbest thing in the world so I'll list a bunch of manufacturers that make factory SBRs and you can rank them in whatever tier you want:

Colt
LWRC
LMT
Daniel Defense
Rock River Arms
Sig
Noveske
LaRue
A bunch of others

After you decide what you want, try google.  It works wonders.

I have a factory Daniel Defense with 11.5" barrel.  I use an AAC SDN-6 on it.  Been very happy with both.

I have no NFA items and may be talking completely out of my ass here... But, I don't think a in-stock item is really going to matter if you don't already have a SN and ATF approval. I am sure someone will correct me if I am wrong.

Colt 6933.  You can find them new in box (NIB) for $1150 if you try!  I've seen them as low as $1000 NIB back in 2011.  11.5" pencil barrel.

They stock quite a few reputable brands of rifles, SBR's and suppressors. It's where I bought all my NFA items which consist of factory SBR's below.

I have two factory SBRs, both of which are considered top tier. An LWRC UCIW 5.56 and an AAC MPW 9" 300BLK. Both have been flawless and use top tier parts. Nickel boron carriers, bolt (LWRC), Geissle trigger (AAC), Knights rail (AAC), etc. The 300BLK is always run suppressed with both supers and subs, zero malfunctions.

Thats what I did. Although mine isnt a top tier AR. But it works and I didnt have to get it engraved with my info, thats all that matters to me.
